Contract types

Most of our studies are fixed-fee. Our proposal sets the scope, schedule, and fee before any work starts.

We also work under master agreements and on-call contracts. For each work order under a master agreement, we send back the staff, schedule, and a not-to-exceed cost based on the contract rates within three business days.

We can also join a project as a subconsultant. For The Cheech in Riverside, for example, we did the economic impact analysis for Boules Consulting.

On California state contracts, we bill travel at California Department of Human Resources (CalHR) rates. When a contract sets a goal for disabled veteran business enterprise (DVBE) participation, we can team with a certified DVBE firm.

How we respond to a request for proposals

We respond to formal requests for proposals (RFPs) and requests for qualifications (RFQs), as well as informal requests for a quote. For informal requests, we send a proposal with a scope of work, a schedule, and a fixed fee within 48 hours.

The staff named in our proposal are the staff who do the work, and we change staffing only with your written approval. Once a contract is in place, we answer questions within one business day.

Each proposal includes:

  • the scope of work, the economic model and the study areas
  • the names, roles and resumes of the staff
  • a schedule with each deliverable
  • the fee, or the rates for a master agreement
  • examples of published studies
  • a disclosure of any conflict of interest
  • the forms that your agency requires

If you are drafting an RFP for an economic impact study, our guide to writing one includes sample scope language.
